Julie Hind
Julie works in a collaborative way with organisations and their key stakeholders to help them improve outcomes for their clients.She has particular skills in helping organisations think strategically about complex and difficult issues and in finding ways to make progress developmentally.

She has built up considerable experience in:
  • evaluating whole-of-government strategies and inter-agency collaborations.
  • developing innovative service models to bring about a more integrated and coordinated service delivery system and; and
  • working with communities to identify service needs and develop innovative services and programs designed around particular needs.
Her professional experience has been gained over many years in both the public and community services sectors, with extensive experience in direct service delivery, senior management and statewide policy development. This breadth of experience enables Julie to work successfully with a wide range people and in a variety of situations.

Julie has built up a strong consulting portfolio that spans governments at all levels and not-for-profit organisations. More recently, she has successfully completed project work in Afghanistan. Julie holds graduate qualifications in education, Certificate IV in Workplace Assessment and Training, and has partially completed a Masters of Public Policy. Julie is a member of Australasian Evaluation Society.


Judith Woodland
Judith has a proven record in complex project management both as a consultant and with the public sector. She has experience in policy and program development at a statewide level. She has a strong understanding of community services and the issues facing them.

The many facets of evaluation are of a particular interest to Judith. She has post graduate qualifications in evaluation and assessment. She works with organisations to help them use evaluation to improve their processes and outcomes. Judith is a member of the Australasian Evaluation Society

Judith has extensive experience developing and leading multidisciplinary teams. She has strong leadership abilities as well as being a committed team player. She has worked closely with children with disabilities and their families, taking a team approach to working alongside people to support them toward reaching their goals.

As a qualified speech pathologist, Judith has many years experience in direct service provision in a range of settings.


John Hind
John is a skilled group facilitator. He has extensive experience in community consultation using a variety of ways that promote and encourage people's active participation. He is particularly skilled in the conduct of forums, focus groups, and interviews.

He has many years experience in the education and training sectors working with people of all ages. John has developed particular skills in engaging young people at risk.

A qualified workplace assessor and trainer, John has worked in several industries and developed exceptional skills in working with people from all walks of life

John holds graduate qualifications in education, as well as Certificates level IV in Quality Management and Workplace Assessment and Training.


David Beckingsale
David Beckingsale has considerable experience in agriculture and natural resource management at both a practical and theoretical level. He comes from a farming background, having lived and worked his farm (full time and part-time) for over twenty years. David has a Bachelor of Economics, a Masters of Agricultural Extension, a Post Graduate Diploma in Agricultural Economics and another in Program Evaluation.

From 1995 to 2007 he worked for the Victorian Department of Primary Industries (or variants). His work covered policy areas concerned with agriculture and natural resource management; initiative development and management and evaluation. As Senior Evaluator with DPI for the last five years, David was responsible for developing evaluation frameworks for large initiatives ($50m) through to smaller programmes always working to develop internal evaluation capacity.

Prior to his work with DPI, David worked with the Country Fire Authority (CFA), in Victoria. He was responsible for developing fire prevention programs using participative and community engagement approaches. This led to the highly successful 'Community Fireguard' program, a forerunner to many of the approaches used today.

His speciality areas are in facilitation, participatory approaches and evaluation (qualitative).

David is a member of the Australian Evaluation Society and the American Evaluation Society.


Gaye Stewart
Gaye provides independent, innovative and strategic contributions to organisations in a flexible way, that respond to specific needs. Her focus is on service improvement. A highly skilled evaluator, she is particularly interested in using program theory approaches as a way of articulating how a program’s activities link to outcomes; and using evaluation as a tool for improving service delivery. She has particular skill in evaluating programs that are delivered through partnerships and inter-departmental collaborations.

Gaye has over 10 years experience as a consultant, working primarily in the community services, health and education areas within state and local governments as well as large and small not for profit organisations. During this time she has built up a strong reputation in: developing innovative service models; creating practical resources; developing policy and procedural documentation; facilitating strategic plans; and strengthening organisational collaboration. She is well regarded for her ability to build strong, positive relationships with stakeholders.

Gaye has worked in government as a senior policy officer during which time she was responsible for developing statewide policy and programs children and families. Her early career involved direct service delivery with children and families across various parts of Melbourne.

She has a Masters in Assessment and Evaluation, a Bachelor of Education and a Graduate Diploma in Special Education. With a Diploma of Teaching in Early Childhood Education she spent her early years working in the community sector directly with children and families in a variety of settings. She is a member of the Australasian Evaluation Society.
